- Cut chicken into 1-inch pieces. Pat dry. In a bowl or bag, combine flour, garlic powder, salt, pepper, and paprika. Add chicken and toss to coat lightly. Shake off excess.
- Heat oil over medium-high. Add chicken in a single layer. Cook 3–4 minutes per side until golden and cooked through (165°F). Remove to a plate.
- Reduce heat to medium-low. Add garlic and cook 30 seconds. Stir in honey, soy sauce, rice vinegar, and sesame oil. Mix cornstarch + water, then add to skillet. Stir until thick and glossy.
- Return chicken to skillet. Toss for 1–2 minutes until fully coated and caramelized. Add red pepper flakes if desired.
- Top with sesame seeds, sliced green onions, and cilantro. Serve hot for best stickiness.
