- Preheat oven to 350°F (175°C)
- Cut tops off peppers, remove seeds
- Blanch peppers 3-5 minutes, drain
- Brown beef with onions, add garlic

- Mix in rice, tomatoes, sauce, seasonings

- Prepare sauce mixture
- Fill peppers with beef mixture
- Bake covered 35 minutes
- Add cheese, bake 10 minutes more
- Garnish with parsley and serve
